ISO 19011 – Frequently Asked Questions

Official answers from ISO – updated December 2025

Who needs ISO 19011? +
ISO 19011 is intended for use by anyone who needs to conduct or manage audits of management systems or similar assessments. This includes:

• Internal auditors and audit program managers
• External (second-party) auditors (e.g., supplier audits)
• Certification bodies and accreditation bodies
• Organizations implementing or maintaining management system standards (ISO 9001, 14001, 45001, etc.)
• Regulatory authorities and other interested parties

It is applicable to any type of management system audit (quality, environmental, occupational health & safety, food safety, information security, etc.).
Does using ISO 19011 lead to certification? +
No — ISO 19011 is a guidance standard, not a requirements standard. It provides recommendations for managing audit programs and conducting audits, but it does not contain requirements against which an organization or individual can be certified. There is no ISO 19011 certification for organizations or auditors.

However, many certification bodies and accreditation bodies use ISO 19011 as a reference when assessing the competence of auditors and audit programs.
What are the key benefits for auditors? +
ISO 19011 helps auditors and audit program managers by providing:

• Clear guidance on how to plan, conduct, report, and follow up audits effectively
• Principles of auditing (integrity, fair presentation, due professional care, confidentiality, independence, evidence-based approach)
• Practical advice on managing audit programs and evaluating auditor competence
• Consistency across different types of management system audits
• Improved audit quality, reliability, and stakeholder confidence
